ADVANCED OPERATIONAL AWARENESS

The Code Enforcement Officer Safety Foundation is proud to offer an international Advanced Operational Awareness training program designed specifically for Code, Building, Fire, Animal Control, CSO's, Public Safety, By-Law and Housing professionals. As the international leader on Code Official officer safety and recognized by the International Code Council (ICC) as a Supporting Organization and Preferred Education Provider (#2696), the Foundation is excited to launch this advanced training program.

This in-depth training is the advanced level certification course of the Code Official Safety Specialist (COSS) program. The only way to receive your certification is by first completing your COSS training and then the Advanced Operational Awareness course.

Course Objective

To operationalize and apply an advanced understanding of Situational Awareness (SA) to improve your ability to avoid, de-escalate, or defend against a violent encounter.

This objective is important because many Situational Awareness courses focus solely on ‘avoidance’ and fail to incorporate how SA also interfaces with your ability to de-escalate or defend yourself. While avoidance is the goal the reality is that situational awareness skills do not end when avoidance is not possible.

Operational Awareness incorporates the concepts and principles of Situational Awareness and OPERATIONALIZES the tenets into a contextualized system that encompasses the range of possibilities relating to violent encounters with the primary goal that you make proactive decisions to improve your safety.

This course is completely on-demand. Once you are in the course, it will guide you through the 14 modules. Once you complete the 14 modules and study the 291 page workbook, there is a certification exam. Upon completion of the exam, there will be instructions on receiving your designation as a Certified COSS-AOA. Earning this designation requires completion of both COSS and AOA, with a passing score.

Lead Instructor

Scott Kirshner, M.Ed., INCI, COSCI

Scott Kirshner, is an accomplished trainer with over 30 years of experience. He has held many positions in the criminal justice system to include Parole Administrator, Supervisory Probation Officer, and Correctional Officer. As an officer survival instructor he was integral in the development and implementation of an officer safety curriculum for two large agencies. He served as a Certified Firearms Instructor, Lead Defensive Tactics Instructor, and Use of Force Instructor. He has facilitated classes on: Use of Force, Tactical Mindset, Situational Awareness, Verbal De-escalation, Crisis Prevention, OC Spray, Expandable Baton, Handcuffing, Searches, Safety Policies, Applied Defensive Tactics, Firearms, Low-Light Shooting, Force-on-Force, Judgmental Shooting, Active Killer Incidents, Surviving Violent Encounters, and other courses. He has received the Excellence in Training Award twice by the Arizona Supreme Court. Mr. Kirshner was a trainer in the Planning and Development Department working with a variety of code professionals and inspectors. He is the author of the book, "Officer Survival for Code Enforcement Officers" which is used by code professionals from all over the country.

Mr. Kirshner has worked with numerous municipal, county, state and federal law enforcement agencies. He has trained with the FBI SWAT Team – Phoenix Division, Phoenix Police Department, SureFire Institute, Proactive Training Institute, Maricopa County Sheriff’s Office, Pima County Sheriff’s Office, and many other government and private agencies on topics to include: Officer Survival, Active Shooter Intervention, Force-on-Force Training, Shoot House Instructor, Law Enforcement First Responder, Building Clearing, Terrorism, School Violence, Workplace Violence, Flashbang Operator, Tactical Scouting and others. Mr. Kirshner is a member of the National Law Enforcement Firearms Instructor Association.

Mr. Kirshner has received specialized training on the topics of: Sex Offenders, Domestic Violence Offenders, Mental Health Offenders, Critical Incident Stress Debriefing, Human Trafficking, Terrorism, Faculty Skills Development, Advanced Faculty Skills Development, and Curriculum and Lesson Plan Development. Mr. Kirshner has a Master of Education in Counseling and a Bachelor of Science in Business. Scott Kirshner is President and Lead Instructor of Dedicated Threat Solutions LLC.
